NGO perspective on NRC's EP rulemaking process

We, the undersigned representatives of non-governmental organizations who participated in the recent NRC emergency preparedness rulemaking process and who have engaged the NRC more broadly on this subject for many years prior to this latest effort, understand that the NRC staff views this rulemaking effort as a shining example of how the process should work. We do not understand how the NRC staff acquired this notion. From our perspective, the process was an abysmal failure that should never have happened, let alone be replicated.
