This report was prepared by the California Energy Commission’s Integrated Energy Policy Report Committee as part of the Integrated Energy Policy Report Proceeding, Docket 04-IEP-1. The report will be considered for adoption by the full Energy Commission at its Business Meeting on November 16, 2005. The views and recommendations contained in this document are not official policy of the Energy Commission until the report is adopted.
